While Moonkins are not as viable as feral and restoration, they can dish out some impressive damage once they have the right gear.
The only problem by having a moonkin in the raid is that it's really weak when it comes to mana efficiency, meaning they run oom rather early in the bossfight.
Their only way to regenerate mana is Innervate and Melee attacks.
But they are definately worth the spot for the 5% crit rating for spellcasters, group them up with mages, holy paladins or shadow priests and you have that much more DPS.
As for gear Moonkins should go for high spellcrit and spelldmg for trash packs and a balance between spellhit and spellcrit aswell as high spelldamage for bosses.
In my opinion every caster should have 16% spellhit (not including talents) for bosses so they have a 99% chance not to get their spells resisted by bosses, it's very important in TBC that you keep you damage on bosses high. Especially when you start entering Hyjal and Black Temple.
You might want to not take Moonkins into Hyjal and Black Temple until she is properly geared.
Around 900 nature damage, 150 hit rating, 25% spellcrit is what Moonkins should aim for in bossfights, let them roll on cloth gear aswell since Blizzard made poor itemization for Moonkin Druids in raid dungeons.
I'd say this would be a viable Moonkin spec:
